Splag was a space dumper who found The Dynamite Doctor floating in space alongside Splog. Terrified of his "resurrection" (in actuality the beginning of the Doctor's regeneration), Splag & Splog threw the Doctor into their spaceship's fuel tank, where his regeneration energy refilled it.
Splag & Splog were later taken prisoner by the Daleks alongside the newly-regenerated Quintessential Doctor.
