Stinx was a General in the 14th Sontaran Battle Fleet who ended up on Comedy Club 5. The psychic field, which created laughter from anything he did (such as breaking chairs), caused him distress.
He attempted to create a bomb but, after capturing Christie Christwald (the only one who seemed to take his threats seriously) and a confrontation with The Dynamite Doctor, it turned out the bomb didn't work.
The Doctor decided to leave Stinx trapped in Comedy Club 5 as a sort of "ironic prison".
